Speculate about the level of any anime, manga or video game character. What level do you think these characters would be:
Yujiro Hanma from Grappler Baki
Akuma from street fighter
Kazuya from Tekken
Personally I think they all probably master class. Yujiro is hard too class exactly, because he doesn't know how to use ki, but he's extremely skilled for a fighter and has a lot of speed and destructive power. He could be anywhere from expert class to a little above grandmaster class. Not knowing how to use ki is really detrimental.
Akuma is probably the top of Legendary class sense he destroyed an island with his power alone.
Kazuya was matching Akuma in Tekken 7, so he probably on the same level.
