It seems that one of the requirements is that the user have a strong heart, and if their opponent has a strong done, the technique doesn't work.

After looking back at the chapter with Koukin in it, it seems that the reason Kenichi couldn't reach 3rd stage of RS is because he couldn't read Koukin's heart and emotions. That's probably due to the strength of Koukin's heart.
