Kisara having no master hurts her. She is good, but no teacher means she will develop slower than ones who do.
Most of YOMI had something to do with Kenichi. I'm not sure who could have been traded for them to get in some fights. Though I actually might have wanted to see Ethan vs Renka. Both have siblings so that could have been what tied them and it would have eliminated the stuojd fan service mess with Rachel.

I want Kenichi vs strong Female characters other than Miu. His values would definetly allow for some serous growth in both him and other characters(like how he affected Kisara). Ken vs Renka, Ken vs Racheal, Ken vs mysterous women who he does not know is a women(that would be cool).

Hermit before his fight with Berserker vs Freya would be interesting. Even though he expressed doubt he could defeat Amy of the top three Ragnarok members, I definitely think his feats say otherwise for her. On top of that bus he fought Kenichi on, he bent down a steel cover with a palm thrust. And in their rematch, he destroyed a large part of a tree, while heavily bleeding. Freya has good defense, but Hermit clearly showed he has the chops(geddit?) to destroy her staff in one good hit.
At least Gajeel is one of the better developed ones in terms of character. But Mashima hates good potential obviously, since that's the only logical answer as to writing Mystogan out of the story.
Actually, both Hermit and Sho Kano made indications he was already near-Yomi level during the fight with Kenichi. Kano said that "didn't think there was a man outside of the members of Yomi that could defeat you," in the Hermit and Suparna omake. Tanimoto followed the statement you referred to with "As I am now, I don't stand a chance against the First Fist."

Just pop in to make a comment on the speed comparison between Shigure & the others.
Shigure had only ever shown supersonic handspeed, not supersonic full body speed. In fact, no one in the story had shown this, including the Elder.
Hand speed can be much much faster than how fast your leg moves, or your body, and so isn't an indication of overall speed. I suspect that all of Ryo are capable of comparable handspeed to Shigure, although only Shigure can move a WEAPON that fast due to her mastery of balance point, etc. The keyword weapon is the equalizer, because that means Shigure has less physical strength than the male masters, but the same hand speed, and heightened damage dealing potential due to the use of weapon.
Reflex-wise, Shigure cannot be as fast as Ma, for example, as in the beginning we were shown a scene where Shigure sneaked attack Ma and still couldn't land a hit (and Ma dodged 3 of her shurikens while spinning in mid-air in a compromised position).

Kenichi vs. Rimi please, and then get Rimi to fall for Ken. That would solve all kinds of problems... and then create new ones, haha.
Another one I would love to see is Takeda vs. Rachel. Completely opposite styles, and potential for some complex psychology. I suspect that if anyone can break through Racheal's shell and her sad past, it would be our eternal sunshine man Takeda. Kenichi probably can do this too, but he is too ideal, too good, that Rachel may feel even more self-conscious about her own life when faced with his attitude. Takeda is just this average guy who smiles and can be a bit stupid, but he certainly cares for you, finds you hot, etc. a good way to open a person's heart.
