Now that I think about it, Ma Kensei may be the second strongest Ryo master. From what I can remember he's a master of all Chinese martial arts. If that's the case that means a couple of things:

1. He's a mixed martial artist.

2. He's mastered over 300 martial arts.

3. The number of techniques he mastered is likely second only to the Elder.

He likely has a technique for almost any situation.

You know its really hard to say. I once would say Shigure was the weakest of the Ryo masters but then she took on every one of the executioner blades. So it really is situational, after all this is based on the principles of martial arts.

To add to this, everyone has mastered every part of their respective arts.

I'm certain that Ma is a lot stronger than he appears. Not quite legendary yet, but probably the closest, a bit closer than Akisame.

We can see that in the "master missiles" scene. Hayato can make a 90 degree turn in mid air, and can propel himself in perfect straight lines like a bullet. All the other masters made jumps that look like an arc...

but Ma's "arc" is almost a 90 degree turn too. It shows that at least in sheer mastery of techniques, he is the best at Ryozanpaku other than the Elder.

Another clue is that Ma had never, ever gotten serious, in a way just like the Elder. Even against Mikumo, his aim was only to take her clothes, much more difficult than landing a hit to hurt, because you have to be that much more delicate with your motion.

If I remember correctly, win Ma fought Mikumo he was nearly able to keep up with her clones.

I also am in an agreement that Ma is the second strongest Ryo master because of the following reason:

1. He beat Akisame in a rock/paper/scissors by using wits and subtlety

2. His skills are so immense that even a reluctant Elder had Miu training with him (lol he made her train in a bikini :D)

3. Like Jenazad he too is also master of both armed and unarmed tactics and like Jenazad he too is also knowledgeable of plants since in the anime he made a reference of a plant/medicine that allowed someone to open up their Kis at a high cost

4. He beat his brother faster than Hongo beat Michael Schtilvay, I know people are saying his brother was out of training but he beat him after receiving a hard shot himself.

People might disagree but, I rate Kensei Ma and Jenazad above Kushinada/Saiga/Senzui

For me these are the rankings:

Hayato/Yokiou

Jenazad,Kensei Ma

Saiga/Senzui/Kushinada

Jenazad and Kensei Ma are just as skilled as Hayato/Yokiou but they lack that terrifying RAW power. However Kensei Ma and Jenazad are stronger and more skilled than Kushinada,Senzui and Saiga. Both these guys are well versed in all the aspect of their own martial arts. Both these guys can fight with weapons or an improvised manner and both these guys have never really taken an opponent seriously.

Its seems that Jenazad and Kensei are seriously unable to be serious even if their life is in danger.

Ok, I don't remember Ma having the power to completely nuke everything around him in a few short moments. In terms of strength, I rate Ma and Akisame as the same but Ma just has a lot less focus.
