What did Kensei Ma mean when he said "Shigure is young and without weapons she is just a normal girl"

Is he saying that she coulden't beat the likes of Kajima or guys like fortuna without a weapon?

Kushinada's facial expression after that attack: "I must fight him! Alone!"

@Ogata, I think that's just Master Ma's imagination coloring his words, or he meant that Shigure is the peaceful sort that will never harm a fly even with a weapon, without a weapon she's completely harmless, elite master or not. We already could see that Shigure can move her whole body at elite master speed, cutting machine gun fire out of the air, swing a long sword faster than the speed of sound (the strength and speed required for such a feat would be far into the superhuman range already), etc. The like of Kajima or Fortuna can't come close to that.

Analysis:

1) Kensei must have hit Michael while flying past him after being kicked by Apachai. Michael had some speedlines showing that he casually moved to the side as Kensei approached, but he apparently wasn't nearly as fast enough and was hit even before he moved or something.

2) Then Kensei must have hit Agaard, who stood near and behind Michael in the group shot last chapter.

3) Kensei hit Rin Tachibana, who was standing on the lower rim of the antenna. On the shot where Apachai kicked Kensei, we could even see Rin's shadow on the lower edge to the far left of the panel. On the small panel in the next page, we actually see that in an instant, Kensei had ran 2 circles around the antenna! So he must have hit Rin on the first past without Rin even being aware that he was in danger.

4) The final, big attack was on Mildred.

I like how the author begin to come up with master fights that can be explained logically lately. This level of detail is to be expected from Matsuena-san! Now if he could keep this kind of story telling up, this manga could get pass this war arc and join the greats...

Oh and poor Raki in the "What!?" panel, she looks Horrified and lol at agaard,apachai,Ogata and Sakakis expressions

Mildred is definitely out. Without her bow she wouldn't be able to cause much damage and would be in the way of other fighters. Michael is probably 75% HP. He is wearing chain armour from Shigure's dad after all, but then again, against's master Ma's soft force transfer, armour really doesn't matter as much, that's why I would say one punch took out 25% health. Usually against opponents of the same class (with only a difference in degree instead of "ant vs. elephant"), one punch shouldn't take off that much I think.

And yes, Raki is cute in that panel!

This must have been your chapter, citizen_lion. It was a good one for Ma Kensei, and a good chapter in general. i always like when those smug bastards of teh Shadow Nine can gasp in surprise.

It has been so long since Ma-sifu gets a good fight scene that it's painful for me!

Oh my...on the MS version its a bit clearer...but when Ma is talking about Shigure being an innocent maiden, the background is filled with images of her...innoncently bonded...

No this a reference to him having dirty thoughts and wishing that Shigure was without weapon so he would have a much rather better opportunity to be perverted. Even without weapon she can be dangerous. 

That makes sense, I mean no normal girl could hold down Raki,Mildred and Michael with one hand while talking on the phone giving info.

Anyway, the whole Akisame,apachai,Sakaki,.Kensei ma combo made me wonder...How well would they do againts Gannosuke if all four of them had to fight the elder of armed division?
