Have Ryouzanpanku and Yami reached their limits as masters?

Do you think any of them will eventually reach Hayato's level or have they already reached their prime? Also why do you think Saiga, Hayato, and Gannosuke were able to reach level?

With Hayato and Gannosuke, its genetics+ obbession. If you notice, they both dress like they live in ancient times in a mountain. What this means is, no parties, no hobbies or anything but to train their respective craft to aim for a higher levels of power.
 

Saiga is super powerful because he was able to learn the knowledge of his father Hayato as well as having great genetics as well. But unlike Hayato and Gannosuke, Saiga yearns to live a normal life of having a family and trying to dress well.

Regarding other masters, take sakaki for example, he likes to drink, Apachai loves to play and eat fast food, Ma is a pervert and Akisame is a genius but has a job and hobbies. It would appear to be the case with other masters like Mas brother loving alcohol like Sakaki. Alexander Gaidar mentioned that masters also should strive to become as strong as disciples but he also runs a military unit of sorts and that takes away his time to train. Overall, most masters either are running an organization or are assassins who use their skill for an easy kill or dont have any intense drive and determination to make improvement. In the end, they become comfortable with their lot in life.

Ogata seems like the very few characters who trains like a world class fighter striving to becoming a world champion. His improvement at the end of the series reflected his dedication to becoming the best.

I think you would be interested in the following articles. The fettered is a person with extreme amounts of willpower, because they devote themselves entirely to a code. The unfettered is different, they unflinchingly pursue their goal, no matter what they have to sacrifice.  Nothing is sacred to them, but their goal.

Ogata is for sure unfettered but as screwed up as it is, he is much of a moral character than real life human beings. He seems so evil because he is so powerful. But morally he does have a bit of code that keeps him in check and he has shown care, compassion and mercy. I agree that yami in totality is very unfettered. In fact, I would say that Yami is hedonistic! 

Guys like Sai Kagerou and Michael Schtilvay don't seem so much evil from a place of experiencing trauma but rather they seem like they take pleasure from exerting their skills. But it lacks that discipline and science that allows them next level mastery. I think Sai Kagerou has more of a deep intimacy with his his skillset but the reason you get a Hayato Furinji or an Ogata Isshinsai is I believe their drive coupled with genetics and intelligence. 

Akisame has intelligence, he could probably level up even to a crazier degree. But he lives a carefree life. Sakaki has crazy genetics, but he likes to get drunk. These are two characters who can take it to the next level.

Ogata and Hayato are the examples you use. They push themselves to the edge, will power and indominable spirit on Hayatos part. Deception and experimentation on Ogatas. Both love the martial arts but Hayato does it the honorable way while Ogata uses more of an immoral path but his heart is in the right place.
