I asking why he isn't as strong as Saiga, Senzui, Mikumo, Jenezad.  He's a super genius, he learn most things in a couple seconds. The only thing I think might not be able to learn easily is the heart, because Rachel said something like even geniuses can't learn the heart easily (referring to chikage). Sometimes it seems that Akisame has trouble seeing things from other people's perspective too, like when he trying to understand Shigure's father wish for him to kill him.

 

Even if Akisame can't understand heart easily he understands the body and martial arts techniques really well.

I thought of this as well and realized that Akisame doesn't seem to have an intense passion of making martial arts his most important priority. If you notice, he likes to play guitar and sing, make statue art, works in a clinic and likes to have hobbies outside of martial arts. 

If he had the same desire for power like Ogata, mixed with his natural intellect, I can easily see him be as strong as Hayato and the leader of Hachiou executioner blades. He would probably use his master mind to really transcend his human limitation through every type of science designed for human performance.

But do to the nature of his character, he seems to just be laid back guy who wants to live in peace and harmony.
