The magazine is called Weekly Shonen Sunday. It's from Japan, so you'd probably have to order it if you don't live there. I have no idea if they print back issues or if they even ship overseas.
the only site i know that has or should i say *had* is cdjapan. Ive gotten the few last clear files from them but the latest weekly shonen sunday issue 48 wasnt there. Kinda bummed about that and i missed this issue as well.
For the record this clearfile came with the magazine issue that chapter 515 was in.
